New Aadhaar Card Rule 2025: UIDAI Plans Major Change in December

The Unique Identification Authority of India (New Aadhaar Card Rule 2025) is preparing for one of the biggest updates to the Aadhaar system since its introduction. According to a report by TOI Tech Desk, UIDAI plans to roll out a new Aadhaar card design in December 2025, removing most printed personal details from the physical card.

This new version will only display the photograph and a QR code, eliminating details like name, address, and even the 12-digit Aadhaar number. The idea is to make Aadhaar more secure and prevent misuse in offline environments such as hotels, event venues, or rental services.

Why UIDAI Wants to Redesign the Aadhaar Card

UIDAI CEO Bhuvnesh Kumar explained that this update aims to reduce the misuse of personal data. He said at an online conference that people often use printed Aadhaar information for identity verification without proper consent or security checks.

“There is a thought process as to why there should be any detail on the card. If we keep printing, then people will keep accepting what is printed. People who know how to misuse it will keep misusing it,” said Kumar.

This step aligns with the Aadhaar Act, which clearly prohibits the use or storage of Aadhaar numbers or biometric data for offline verification. Yet, in reality, many organisations continue to collect photocopies of Aadhaar cards for identity proof.

This practice has led to growing concerns about identity theft, fraud, and privacy leaks. The new design will fix that by allowing only digital verification through UIDAI’s secure systems.

How the New Aadhaar Card Will Work

The new Aadhaar card will come with only a photo and a scannable QR code. All other personal details will be encrypted and stored digitally within the QR code. These details can be accessed only through proper authentication mechanisms, either via the new UIDAI app or authorized digital platforms.

Users will not need to share the printed Aadhaar card in hotels, offices, or security points. Instead, verification will happen using the QR code, supported by facial recognition technology.

Here’s a simple comparison between the current and upcoming versions of the Aadhaar card:

New Aadhaar App to Replace mAadhaar

To support this new format, UIDAI is developing an advanced Aadhaar mobile app, replacing the old mAadhaar application. The app will serve as the main verification tool for both citizens and organizations.

This new Aadhaar app will:

  • Enable QR code scanning for digital authentication.
  • Integrate facial recognition for identity confirmation.
  • Allow selective data sharing (only what’s needed).
  • Work for various real-life use cases — such as hotel check-ins, event entries, or age verification for purchases.

This concept is similar to DigiYatra, the airport-based digital identity verification system. Users can present their Aadhaar-based QR code instead of carrying paper documents, which speeds up verification and protects personal privacy.

What This Change Means for Citizens

For most Aadhaar holders, this shift will mark the beginning of a privacy-first era in digital identity management. Citizens will no longer need to photocopy or email Aadhaar cards for verification. Instead, they can allow secure digital access via UIDAI’s authentication system.

However, those who are less digitally familiar or who live in rural areas might need help adapting to this app-based model. UIDAI has planned awareness drives and user guides to ensure that everyone understands how to use the new system safely.

When the Rule Will Be Announced

The official decision will be taken at the UIDAI authority meeting on December 1, 2025. After that, a rollout timeline will be shared for both the new Aadhaar cards and the supporting mobile application.

Once the rule is approved, UIDAI is expected to start issuing the redesigned Aadhaar cards in phases, beginning early 2026.

Final Thoughts

This major shift in the Aadhaar system is part of a broader government goal to protect citizens’ data privacy and to modernize how identity verification works in India. The Aadhaar number will remain valid, but its physical form will become less important, replaced by secure and authenticated digital methods.

As India moves deeper into a digital future, this move may redefine how identity and privacy coexist in everyday life — safer, paperless, and smarter.
